raman:~# setquota -u gurubert 512000 1024000 0 0 /mnt/raid/0

/dev/sdb1 on /mnt/raid/0 type xfs (rw,usrquota)

The XFS filesystem is mounted with the usrquota option, so at least
it should be able to build new quota info, shouldn't it?
